The Chamber of Deputies adopted on Wednesday the bill on pay law with 188 votes in favour, 28 against and 47 abstentions. Prime Minister Sorin Grindeanu and Minister of Public Finance, Viorel Stefan missed from the sitting of the Chamber of Deputies, the decision-making body.

The law has been adopted in the form previously amended by the Chamber’s Labour and Social Protection Committee.


The budget impact is of 75 billion lei, or 8.6% of GDP, according to a statement made on Tuesday by the Finance Minister, who believes that an impact „between 8 and 9% is sustainable”.

The International Monetary Fund estimated a 6.6% impact before the amendments from the Chamber of Deputies.

Wage and bonus increases will be implemented as follows:

  • As of 1 January 2018, the wage increase will be 25% for all state employees.
  • As of 1 March 2018, the base salaries of doctors and nurses from the public healthcare facilities will increase to the base salary set for 2022.
  • As of 1 March 2018, the base salaries and the bonuses of the staff in teaching positions from the state pre-university and university education system will increase by 20% compared to the level of February 2018.
  • Food allowances will be granted as of 1 December 2018 and will be proportionate to the amount of time worked in the previous month, „at the annual level of two basic minimum gross national wages guaranteed for payment.”
  • The food allowance is not granted to publicly appointed and elected office-holders.
  • Holiday allowances will be granted as of 1 December 2018.
  • The sum of bonuses, compensations and other forms of rewards will not exceed the maximum threshold of 30% of the sum of basic salaries, for the institutions of the healthcare system and those from the defence, public order and national security system.
  • In the local administration, „the monthly salary is set by the authorizing officer, and the local council sets the basic salary.”
  • For the staff working on projects financed from European non-reimbursable funds, the salary bonus will be „up to 50%”, „only if the staff costs are eligible to be reimbursed from European funds.”
  • The remuneration for the contract staff from the parliamentary cabinets of deputies and senators from the electoral districts shall be established and approved by decision of the joint Standing Bureaux of the Chamber of Deputies and the Senate, having as minimum level the gross national salary guaranteed in payment, and as maximum threshold the basic salary for the equivalent position from the dignitary’s office.
  • Other increases may be decided by the law on the thresholds of some indicators specified in the fiscal-budgetary framework.
  • The law provides for the consultation of trade unions or „employee representatives” from the mayor offices and local councils and the public services under their authority.
  • The National Bank of Romania, the Financial Supervisory Authority, the Romanian Energy Regulatory Authority and the National Authority for Management and Regulation in Communications are exempt from these increases.

The law will go to the Presidency for promulgation unless the lawyers of the USR parliamentary group find legal arguments to challenge it at the Constitutional Court.
