The Ministry of Economy has launched on Wednesday for public debate a draft Decision for approving the Master plan for the spa tourism development.

The document, issued by the National Authority for Tourism (ANT), proposes, among other things:

  • creating a working group and „anti-aging” product lines based on thermal or mineral water
  • appointment of ambassadors for spa sector
  • the launch of a new occupation in Romania, namely the „resort animator”

It is noteworthy that the Ministry launches this document for public debate for the second time, the first „masterplan”, identical to the one published on Wednesday, being just released on September 21.

The explanatory memorandum covers rather generally the socioeconomic impact of the project („The impact may be positive”). In terms of financial impact on the consolidated budget, both on the short and long term, no figures are mentioned.

Key products of Romanian tourism: spa tourism and ecotourism


Romanian authorities plan to develop a green spa tourism cluster at national level which to ensure the development and promotion of spa tourism and ecotourism in the international market.

The cluster will be launched under the ANT aegis in order to coordinate the integration of two key products of the Romanian tourism: spa tourism and ecotourism. It is aimed at helping the resorts find the necessary funding and private partners to develop innovative tourism products.

The cluster’s budget will be 30,000 Euro and later the cluster will become autonomous and financed with the members’ dues and EU funds.

Ambassador profile – athletes, actors, musicians

The masterplan for the development of spa tourism also proposes to create a „Destination Management Organization”, an association of public and private players interested in the development of medical tourism in Romania, in particular the spa component.

„Some <<ambassadors>> of the Romanian spa sector could be identified – athletes, actors, musicians – who to present the curative qualities of the Romanian natural resources and products offered,” reads the master plan.

In addition, the cluster will include a special commission for which architects, landscape architects, firms specializing in urban planning and representatives of government and local authorities will be invited „to define this set of criteria that will allow the enhancement of the resorts’ cultural and natural heritage and the diversification of the tourism products „.

The draft states that the establishment of the legal framework aimed at supporting the actions from the spa tourism masterplan „is a sine qua non for setting the stage for developing the spa tourism destination resorts in Romania, Romania as a destination, but also this form of tourism”.
