Romanian Investors Employer Association (PIAROM) sends the message to the Government that understands the rationale of eliminating the 5-salary threshold for CAS and CASS, but notes that the entrepreneurs are forced to deal with public policies lacking predictability in the current government as well.

To eliminate this drawback, PIAROM has officially submitted the request that „the valuable ideas for sustaining the business environment, such as the future law on prevention, the differentiated use of state aid and other measures explicitly stipulated in the government program, to be developed and promoted through a real consultation with the business environment.”

PIAROM, with the support of the Labour Inspection, analysed the macroeconomic impact of the measure to stop capping CAS and CASS, based on the data existing in the REVISAL system in October 2016, linked to the national average gross wage in the same period.


Based on the data collected, it is found that the publicly circulated figures are noticeably different from the economic realities.

In October 2016, there were 23,478 employment contracts agreed for salaries of at least 5 national gross average wages, listed in the employees register. Of them, approximately 43% cover 10 occupations, namely:

  • Director/deputy director, chief-inspector
  • Project manager
  • Executive director/ director/ deputy director
  • Programmer
  • Sales director
  • Company manager
  • Economic director

Of the 23,478 employment contracts is 3,633 are for IT&C specialists and communications, broken down as follows:

  • Software system engineer
  • IT system designers
  • IT system engineer
  • IT system programmer
  • Other IT specialists

Regarding the distribution of these employees by industry, according to CAEN, the five main industries are:

  • Activities of software programming on demand (client oriented software development)
  • Other monetary intermediation activities
  • Business and management consulting activities
  • IT consulting activities
  • Publishing activities for other software products

PIAROM appreciates that the effort of analysing the public data proves a desire for a transparent and real collaboration with the political decision makers, in order to promote legal measures to support the business environment, as a prerequisite for increasingly consistent budget revenues.
