The National Centre of Financial Information „will be established by 1 September 2017 within the central office of the Ministry of Public Finance, by merging all the structures in the ministry and the subordinated institutions with responsibilities in the IT&C field (structures of MFP, ANAF – central office and regional directions, the National Agency for Public Procurement and the National Prognosis Commission)”, with the support of the Special Telecommunications Service, according to a press release issued by the Government.

The project will run based on the following plan of measures:

Between 2017 and 2018, the action plan includes:

  • Designate and consider the IT system of MFP as a critical infrastructure of national interest;
  • Create a unitary development strategy and keep the IT system of MFP in operation;
  • Establish the resources needed and allocate the necessary funds to the maintenance services and phased renewal of the hardware and software infrastructure of the MFP’s IT system.
  • Hire IT&C specialists at the central and local level and implement several ongoing projects (electronic invoice, centralization of the management system for budget receivables, etc.).

Between 2018 and 2020:

  • Implementation of the project for interconnecting the cash registers
  • Centralizing the State Treasury’s IT system and diversifying the services offered
  • Implementing measures to simplify the administrative procedures applicable to citizens

More exactly:

  • Extending the utility and use of the Virtual Private Space to other central and local public institutions
  • Providing citizens with information on taxable assets considered when calculating their tax obligations, collected and consolidated within the „PatrimVen” secured information system
  • Providing citizens with information on tax and non-tax obligations „IMPTAX”
  • Creating and operationalizing the electronic fiscal identity of the individual to facilitate the interaction with the state in terms of the financial, tax and social insurance system
  • The standardization of data collection systems based on electronic forms used in relation to the citizen.

The development of complex analysis services for massive amounts of data is meant for:

  • Tracking the spending of public funds, with the focus on investment and social security;
  • Assessing the financial impact of legal change initiatives for revenues and expenditure;
  • Risk management in the revenue collection and budget implementation
